Rogues

A provider which accepts data for a user who does not list that provider in his OpenID page is considered rogue.

This includes providers that the user has never had contact with as well as providers that the user previously used and has now stopped using.

If a provider is rogue, other providers may choose not to have contact with it. However, bad users may choose to sign up with a provider and not list it on their pages, so it needs to happen a lot before action should be taken.

It is not rogueish to provide data about a user after it has left. This is a good thing that helps support caching in spite of a profile transfer. However, as described in the Reducing Traffic doc, this data should only be served for a short time.
