Functions - rate message

The function rate_message will be used for this, either in this version or the next. It is reserved until it is created.

The function get_rating will be reserved to allow querying of ratings in that system.

The get_message function has a reserved field called raters.

A system should be created to allow users to rate messages (including replies) with arbitrary rating systems, somewhat like "tags" with fractions attached.
